Added delete_button in a custom layout. Works fine as admin, but not for any other role. Submit authority set at subscriber. Trying to delete images submitted with that ID. Receive error message "unable to delete" displayed below the image. Clicking that line displays 'Cannot delete approved images' in a pop-up.

Yes...currently it blocks users from deleting their own images after they've been approved, unless they're an admin.
I take it you're wanting to let them go ahead with that regardless of status? Will put it on the list of enhancements. Let me know if I'm missing the question.
